Every law leaves a legacy.
Rationing, citizenship, birth policy, artificial intelligence, faith, labor, historical truth and alien ecology become law. Decades later, those decisions return as allies, enemies, successors and crises.
Political and character events
Each crisis offers four policies with immediate trade-offs and delayed consequences.
